The Problem Is Repeat Tagging, Not Break-Ins
Municipal buildings in parks are unusual assets. A washroom block, a concession stand at a sports field or a trailhead shelter is unstaffed for almost all of its life, sits in an open public space with no natural surveillance after dark, and closes down completely for a season. The recurring cost is rarely a break-in. It is graffiti, and the crew hours spent removing it.
That changes what the shutter has to do. Security still matters — fixtures, stock and equipment sit behind those openings — but the specification that saves money is the finish. A non-sacrificial anti-graffiti coating turns a refinishing job into a cleaning job, and because it is not removed along with the tag it does not need reapplying after each incident the way a sacrificial coating does. That is the difference between a capital repair and a line on a maintenance round.
The second lever is what the closed shutter looks like. A blank metal panel in a park reads as an invitation. The slat curtain can carry printed artwork, a facility name, wayfinding or a commissioned community piece, so the surface presents as finished rather than as a canvas — and with the coating underneath, anything applied over the artwork still cleans off.
